An external provider is anyone outside the organisation that supplies products, services or processes: material suppliers, subcontractors, calibration labs, logistics. ISO 9001 clause 8.4 requires criteria for evaluation, selection, monitoring and re-evaluation, and clear requirements communicated to them.
